Andrea Piccaluga, professor of Management, director of the Institute of Management at the Sant'Anna School and vice-president of Netval, contributed, only Italian, to the expert group that wrote the report "Knowledge transfer metrics" (phase 2), on the topic of composite indicators for knowledge transfer. The group, commissioned by the European Commission and the Joint Research Centre (JRC), continued the work on knowledge transfer impact indicators published in 2020.

The report is the result of an original in-depth study of knowledge transfer metrics developed on an international scale and focused on the development of high-level composite indicators. The issue of knowledge transfer has increasingly become part of European research and innovation strategy, becoming a decisive factor in making societal growth more equitable, inclusive and sustainable. According to Andrea Piccaluga, "the topic of the impact of knowledge transfer has many different aspects, which can often be represented mainly through a qualitative approach. However, the development of composite indicators is also useful, while being aware of the differences between territories, institutions and scientific fields".
